Governor’s Award Nominee (Narrative Justification): Charlotte Raup
Nominating Agency: Luzerne County District Attorney’s Office
Luzerne County is proud to submit our candidate, Mrs. Charlotte Raup for consideration of the Governor’s Award for
Volunteer Crime Prevention Volunteer Award. Charlotte is the "Coordinator" for the Parsons Crime Watch. She also is the President
of the Wilkes Barre City Crime Watch Coalition, and is a committee member of the Luzerne County Crime Watch Coalition.
For over a decade Charlotte Raup has devoted herself to improving the quality of life in the Wilkes Barre, Luzerne County
community. Charlotte has worked very closely with the Wilkes Barre Police in an attempt to reduce crime. As "coordinator"
of her crime watch, she has decreased crime in her community by actively reporting suspicious activities to local police.
She has spent countless hours "walking the beat" to protect & promote safety in her community. These tips have lead to
numerous arrests and convictions. In addition, Charlotte has given countless hours helping the community by coordinating safety
fairs for the entire community. She never walks away from a problem; instead she takes it head on. Our community couldn’t
ask for a better role model for our youth to look up to.
Charlotte has helped raise thousands of dollars as the president of the city wide coalition. Each month she holds a meeting
for all of the "block captains" of the city and arranges guest speakers to speak to the group. Each month, the block captains
leave the meeting with more knowledge than they came with. Then they take that information and pass it on to their respective
members (neighborhoods). She has taken the leadership for years in hosting our annual National Night Out event on Public Square.
Each year the event has been successful! Indirectly, Charlotte has been educating our community about personal safety, home
safety, identity theft, vehicle safety, back to school do’s & don’ts, etc.
Mrs. Raup’s many years of unwavering commitment to assisting the public and protecting the community and making it
a safe place to live is deserving of this special recognition.
I would like to thank you for your consideration on this matter.
Respectively submitted,
CHARLES J. BALOGH, JR.
